Pay a Ticket

If you are issued a parking ticket by the Township of Woolwich, you can pay the lower amount listed on the ticket within 15 days of the infraction. The Township accepts payments for parking tickets:

  1. at the Township Administration Office by cash, debit or cheque made payable to the Township of Woolwich
  2. by depositing cash or a cheque in the secure drop box, located on the Maple Street side of the Administration Building
  3. through the online parking ticket payment page (a $1.50 service charge applies), or
  4. by sending a cheque by mail, quoting the ticket number.

Dispute a Ticket

The Township of Woolwich has recently implemented a new ticket management system. Depending on the type of ticket, view additional information on how to dispute. Your ticket will either say 'Certificate of Parking Infraction' or 'Penalty Notice'.

The Township of Woolwich actively enforces it's Traffic and Parking By-laws and Winter Parking Ban to ensure order and safety for vehicles, horse-drawn carriages, pedestrians and residents. 

Visitor Parking

The downtown cores of Elmira and St. Jacobs offer free on-street parking for up to two-hours in Elmira and up to three-hours in St. Jacobs, unless posted otherwise. If you are a resident, shopper or visitor and would like to park all day, the Township offers the following off-street parking locations for free in Downtown Elmira or Downtown St. Jacobs:

Maple Street Parking Lot - All Day Albert/ Water Street Parking Lot (Car, Camper and Bus) - All Day

Between the hours of 2:30 a.m. until 6:00 a.m. parking in all municipal lots and some private lots in the Township is prohibited and may result in a ticket. For more information, view the Private and Municipal Lot Parking By-law 71-2012.

It may take up to 2 days after a ticket is issued for it to be payable online. Tickets cannot be paid online if you have requested a trial or the ticket is past the deadline and has been sent to court.

The Township of Woolwich does not accept payment of parking tickets over the phone. Tickets can be paid:

  1. at the Township Administration Office by cash, debit or cheque made payable to the Township of Woolwich
  2. by depositing cash or a cheque in the secure drop box, located on the Maple Street side of the Administration Building
  3. through the online parking ticket payment page (a $1.50 service charge applies), or
  4. by sending a Cheque by mail, quoting the ticket number.

No, parking moving pods on the street is not permitted. 

The Township works primarily on a complaint basis, except during the winter parking ban and during snow events. To log a complaint we require information from the complainant (name, address and phone number) and the address of the complaint. The Township does not follow up on anonymous complaints.  

The Township does not issue permits for on-street parking during the the Winter Parking Ban months or a Snow Event. 

The Township does issues Overnight Winter Parking Permits in specific municipal parking lots during the Winter Parking Ban months (December 1 to March 31) and a parking permit is required to be purchased (on a daily basis) and posted in the parked vehicle. Any vehicles parking on the street during the winter parking ban or during a snow event may be ticketed.

The Winter Parking Ban is not weather dependent.

Snow events are declared when the weather forecast is for substantial snowfalls, ice or freezing rain events. Snow events may start well before the weather begins to allow staff to prepare the roads. If the weather changes, the Township may cancel the snow event by posting online.

Parking in Municipal Lots or at the Community Centres is not permitted, unless a permit is obtained.

Apron parking means parking your vehicle on the paved portion of your driveway between the sidewalk and the roadway. Apron parking is permitted in the Township, provided the vehicle is parked perpendicular to the driveway and does not block the sidewalk.
